EU Drone Port and IADUS, chaired by Ambassador Yehor Bozhok, sign civil drone agreement

EU Drone Port, Notified Body 3045, and the International Association for Development of Unmanned Systems (IADUS), chaired by Ambassador Yehor Bozhok, signed a civil drone collaboration agreement on 4 November 2026. It gives IADUS members a direct route to EU drone certification, flight authorisations and pilot training under EU rules.

The Collaboration and Non-Disclosure Framework Agreement sets out how IADUS members can access EU Drone Port’s services in drone certification, flight authorisations and pilot training.

IADUS is a non-profit association based in Brussels that connects companies, experts and institutions working on unmanned systems. Many of them come from Ukraine, a country that has built one of the most dynamic drone ecosystems in the world.

The goal is simple: help these organisations bring their civil drones and operations into the European market, under European rules.

Who leads IADUS?

IADUS is chaired by Ambassador Yehor Bozhok, a Ukrainian diplomat with more than two decades in international relations. He joined Ukraine’s Ministry of Foreign Affairs in 2002 and went on to serve as Deputy Minister of Foreign Affairs of Ukraine. He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

Under his leadership, IADUS works to connect the unmanned systems community with European institutions, standards and markets.

Is this an agreement for civil drones?

Yes. Every service it covers falls under the European regulations for drones: Regulation (EU) 2018/1139, Delegated Regulation (EU) 2019/945 and Implementing Regulation (EU) 2019/947.

It covers the everyday work of the civil drone sector: class identification labels for drones sold in Europe, operational authorisations for commercial flights, and training for remote pilots.

What does the agreement cover?

The framework is open to any service EU Drone Port offers, now or in the future. It focuses on four areas:

  • Certification and testing. EU type examination (Module B) and class identification label certification, C0 to C6, under Delegated Regulation (EU) 2019/945, with test campaigns at our facility in the Pyrenees.
  • Drone infrastructure. Demonstration and practical test flights at EU Drone Port’s infrastructure.
  • Flight permits and operational authorisations. SORA, PDRA, Light UAS Operator Certificate (LUC), Designated Entity, cross-border operations, pre-coordination (EARO) and STS operational manuals.
  • Training. STS theory and practical training, A1/A3 and A2 remote pilot training and radiophonist training.

Certified drones are published on our list of certified drones.

How does EU Drone Port stay impartial?

EU Drone Port is EU Notified Body NB 3045, accredited under ISO/IEC 17065. The agreement was built on that standard from the first clause.

IADUS has no role in our test results or certification decisions. A certificate is issued only when a drone passes every test, whoever the manufacturer.

What does it mean for Ukraine's drone sector?

Ukraine’s drone engineers, manufacturers and operators have developed extraordinary know-how in recent years. A growing part of that talent wants to build civil products and services: mapping, inspection, agriculture, emergency response, logistics.

To sell and operate in the European Union, those products need the same certificates and authorisations as any European drone. One recent example is the ANAFI UKR GOV, which received its C2 certification from EU Drone Port. This agreement gives IADUS members a clear, direct route to them, with a European Notified Body that knows the rules from the inside.

A strong European drone industry benefits from Ukrainian talent. Helping that talent meet European requirements, through civil certification, safe operations and well-trained pilots, is something we are proud to support.

Bringing your drone to the European market?

EU Drone Port is the only EU certification body 100% dedicated to drones. Whether you are an IADUS member or not, we can help you with:

  • Class identification label certification (C0 to C6), from €12,900 + VAT, with tests in the Pyrenees.
  • SORA and operational authorisations, from €2,950 + VAT. You pay the final 40% only if the authority approves your project.
  • Remote pilot training, online and asynchronous, preparing for drone pilot certificates valid in 31 countries. More than 50,000 pilots trained.
