How to file your STS declaration in any EU country

STS is declarative, but each of the 31 countries runs its own authority, portal and language expectations. This guide explains where to submit your STS-01 or STS-02 declaration, what to prepare, and what changes when you operate across borders.

Country submission guides

Where to submit in the main countries

You submit your STS declaration to the aviation authority of the country where you are registered as a UAS operator, usually through its online portal. These are the authorities in the largest markets.

Spain: AESA

Operators register and submit declarations through the AESA electronic office. Your UAS operator registration must be in place first.

Germany: LBA

The Luftfahrt-Bundesamt handles UAS operator registration and specific category declarations. Expect German-language forms.

France: DGAC

AlphaTango is the DGAC platform for UAS operators, used for registration and operational declarations.

Italy: ENAC

ENAC is the competent authority, and UAS operator registration runs through the D-Flight platform. Check current ENAC guidance for the declaration channel.

Netherlands: ILT

The Human Environment and Transport Inspectorate (ILT) is the competent authority for specific category operations.

The other 26 countries

The guide covers all 31 countries, including Norway, Iceland, Liechtenstein and Switzerland, with portal links and what each authority expects.

Why STS filings get delayed

Authorities rarely reject an STS declaration outright. Delays usually come from an incomplete operations manual or a declaration that does not match the real operation, which leads to corrective action requests. EU Drone Port pre-checks every declaration before submission.

FAQ

Questions about STS declaration submission

You declare once, to the authority of the country where you are registered. Before operating in another country, check that authority’s requirements: many ask to be informed of the operation and the local operational area. EU Drone Port handles these cross-border notifications across 31 countries.

Regulation (EU) 2019/947 does not set a fixed expiry date, but the declaration must stay accurate. If your operation changes materially, such as a new drone, area or pilots, update your operations manual and, where required, your declaration.

It depends on the authority. Some accept English, others expect the national language. Check before you submit. EU Drone Port produces manuals in the language each authority expects.

Yes. We write the operations manual, prepare the declaration and support you through submission to the relevant authority. Contact ops@eudroneport.com to get started.

STS is declarative: you can start once the authority has confirmed receipt of your declaration and your operations manual is in place. How quickly the confirmation arrives varies by country.

Whether the operations manual is current and matches the declared operation, the drone carries the correct C5 or C6 class identification label, pilot certificates are valid, the operational area matches the declaration, and emergency procedures are specific to the operation.

No. Each declaration is made to the authority of your country of registration, and cross-border operations follow the requirements of the country where you fly. There is no single EASA-level filing.
