Before you apply

The six areas the authority checks

Every unticked box is a gap the auditors will find. Work through them with your team first.

1. Organisation

Legal person, accountable manager, CEO attestation where needed, responsibilities, reporting lines and key personnel.

2. Safety management

Safety policy and objectives, hazard identification and risk management, safety reporting and safety promotion.

3. Compliance and change

Independent compliance monitoring, corrective actions, change management and subcontractor risk.

4. Operations

Operational control, a documented risk assessment process, UAS.SPEC.050 and UAS.SPEC.060 compliance, competency and records kept three years.

5. LUC manual

Organisation and procedures, the signed declaration, partners and subcontractors, privileges requested, distribution and updates.

6. Evidence and the authority

Operating history, occurrence reports, training records, an internal audit and readiness for the authority’s access and audits.

Score yourself

35 to 40 ticks: ready to prepare the application. 25 to 34: close, plan a focused gap closure. Below 25: build the foundations first, usually while flying under authorisations.

FAQ

Questions about LUC readiness

Your obligations as a holder (UAS.LUC.020), your safety management system (UAS.LUC.030) and your LUC manual (UAS.LUC.040). The LUC is issued once the authority is satisfied you comply with all three.

Yes. The safety management system must include an accountable manager with the authority to make sure all activities meet the standards. If that person is not the CEO, the CEO attests the commitment in the LUC manual.

Records of risk assessments, mitigations, qualifications, compliance monitoring and safety management are kept at least three years. Staff records are kept while staff are employed and three years after they leave.

Yes, but the SMS must assess and mitigate the risks of services or products supplied by subcontractors and partners, and the authority keeps access to outsourced activities.

Gaps are normal before a first LUC. We run the gap analysis with you and close it as part of the project.
