Safety management for LUC operators: the SMS the authority approves
With a LUC, the authority trusts your organisation to authorise its own operations. That trust rests on your safety management system: how you find hazards, decide on mitigations, check that they work and learn from what goes wrong.
UAS.LUC.030
The nine elements of a LUC safety management system
The SMS must match the size of your organisation and the complexity of its activities. These are the elements the regulation requires.
Accountable manager and responsibilities
One person with the authority to make sure activities can be financed and carried out to standard, and clear lines of responsibility across the organisation.
Safety policy and key personnel
A signed safety policy with measurable objectives, and named people who implement it.
Safety risk management
Identify hazards, assess risks, decide mitigations and verify that they work, not only at application time.
Safety promotion
Training, education and communication so every person knows the hazards and their role.
Documented key processes
Reporting and investigation, operational control, training, compliance monitoring, risk and change management, interfaces and subcontractors.
Independent monitoring and subcontractors
A compliance function independent from operations, and a process to manage risks from partners and suppliers.
The most common gap
An SMS that exists on paper but has no records. Auditors check hazard registers, reports, investigations, training and audit findings that show the system runs.

FAQ
Questions about the LUC safety management system
Does a small drone operator need an airline-style SMS?
No. UAS.LUC.030 asks for an SMS that corresponds to the size of the organisation, the nature and complexity of its activities and its hazards.
Can the SMS be integrated with other certificates?
Yes. If you hold another certificate under Regulation (EU) 2018/1139, the SMS can be integrated with the one you already run.
Who monitors compliance?
An independent function that checks compliance and the adequacy of procedures, and reports to the accountable manager so corrective action is taken.
Do significant SMS changes need approval?
Yes. Any significant change to the safety management system needs the authority’s prior approval, as do changes to the conditions of approval.
Can EU Drone Port build the SMS with us?
Yes. We design the SMS with your team, write the Safety Management Manual, the LUC manual and the operations manual, and train your staff.
