LUC privileges explained: what you can self-authorise
Under UAS.LUC.060, the authority may grant a LUC holder the privilege to authorise its own operations without an operational declaration or an operational authorisation. The terms of approval set the limits. Here is how they work.
The terms of approval
What the LUC itself states
Under UAS.LUC.050, every LUC sets out who holds it and what it allows.
Privileges
What you may authorise yourself, and under which conditions set by the authority.
Types of operations
The kinds of operation approved, for example by risk level or mission type.
Area, zone or airspace
Where the privileges apply, when relevant.
Limitations and conditions
Any extra limits the authority sets for your organisation.
Granted, not automatic
A LUC can be issued with narrow privileges and widened later, as your organisation shows it can manage them. Changes to the terms of approval need the authority’s prior approval.

FAQ
Questions about LUC privileges
What can a LUC holder self-authorise?
Within the terms of approval, the LUC holder may authorise its own operations without submitting an operational declaration or applying for an operational authorisation. The authority decides the conditions.
Does self-authorisation remove the risk assessment?
No. Each operation is still assessed in line with Article 11, reviewed independently and approved by the person named in the LUC manual, with records kept at least three years.
Can a LUC be transferred?
No, except in a change of ownership approved by the authority.
Can privileges be extended later?
Yes, with the authority’s prior approval. Many organisations start with privileges that match their track record and widen them over time.
What about flying in another EASA country?
The LUC is issued by the authority of your Member State. For operations in another EASA country, plan the cross-border steps with the authorities involved.
